Since November 2024, businesses have been able to reply to customer messages for free, as long as the reply was sent within 24 hours. That free period ends on 1 October 2026. From that date, every reply your team, chatbot or AI assistant sends inside the chat window will count toward your WhatsApp bill once you cross the monthly free limit.

For a small business, this may not change much. For a growing business that handles hundreds of customer chats every day, it can make a real difference to monthly costs.

What exactly is changing?

Two types of messages move to paid billing on 1 October 2026.

Change 1

Service messages become chargeable

These are the normal replies you send after a customer messages you. They were free until now. From October, the first 1,000 per number each month stay free, and the rest are charged.

Change 2

Utility templates inside the 24-hour window become chargeable

Order confirmations, payment receipts and delivery updates sent while a chat is open were free since July 2025. From October, they will be charged at the regular utility rate, whether the chat window is open or closed.

The new pricing starts at 12:00 AM on 1 October 2026, based on the timezone set in your WhatsApp Business Account.

What is a WhatsApp service message?

A service message is any free-form reply your business sends after a customer starts the conversation. Unlike template messages, these replies do not need Meta's approval.

That reply from the business is a service message.

It does not matter who sends it. A reply from your staff, your chatbot or your AI agent is counted the same way. It also does not matter what format it is in: text, image, PDF, buttons or a list are all service messages.

Understanding the 24-hour rule

The 24-hour rule decides when you can send free-form replies on WhatsApp.

  • The window opens when a customer sends your business a message.
  • It resets every time the customer sends a new message, giving you another 24 hours.
  • It closes 24 hours after the customer's last message.
  • Only a customer message opens the window. A message your business sends first does not.

Inside the window, you can send any type of reply. Once it closes, you can only contact that customer using an approved template message.

This rule stays exactly the same after October. The only change is that replies inside the window now have a cost after the free limit.

How the 1,000 free service messages work

Each WhatsApp Business number gets its own monthly allowance of 1,000 free service messages.

A few things to remember

  • The free limit is per phone number, not per account. Three numbers means 3,000 free service messages a month.
  • Unused free messages do not carry forward. The count resets on the 1st of every month.
  • The 1,000 free messages apply only to service messages, not to utility templates.
  • Service messages do not get volume discounts, unlike utility and authentication templates.

What this means for utility messages

Utility messages include order confirmations, invoices, payment receipts, delivery updates and appointment reminders.

Until 30 September, timing mattered. A utility template sent within 24 hours of a customer's message was free, while the same template sent later was charged.

From 1 October, timing no longer matters. Every delivered utility template costs ₹0.12, whether the chat window is open or not. The rate itself is not increasing; only the free benefit inside the window is being removed.

Good news: what stays the same

  • Incoming messages are still free. Customers can message you as often as they like.
  • Click-to-WhatsApp ads still get a free 72-hour window. When a customer contacts you through a Click-to-WhatsApp ad or a Facebook Page button, message delivery stays free for 72 hours. If you run ads on Facebook or Instagram, this is the smartest way to keep lead conversations free.
  • The 24-hour rule works the same way.
  • Marketing template pricing does not change.
  • Volume discounts continue for utility and authentication templates.

Important: add a payment method before 30 September

If your WhatsApp Business Account does not have a payment method on file, Meta will deliver your first 1,000 service messages each month but stop delivering from the 1,001st message. That means customers may stop receiving your replies in the middle of a busy month.
